How to create an interactive map from a drawing

Hello everybody ! It’s been a while ;-)
I would like to create a web page with a large illustration of a city center (watercolor for example, made by an artist/illustrator…) that could be an interactive map.
So, I would like to use this plan to be able to zoom in a little bit and create links in specific places, to make pop-ups appear.
For example ; at the address of a store, I would have a small pin that shows that information is available for that location and then, when you hover over it, the pop-up opens with texts and images…

How do you think I could do that ? Thanks !
